Airsoft gun magazine problem?

i just bought a high cap magazine for my echo-1 MP5 and when i wind it all the way there is only around 20 bbs loaded out of around 90 in the whole magazine. is there a proper way to wind the magazine or is this normal? is the magazine broke?... tips on how to fix this?
